Hi
This mod (for 2.4) will let your client users belong to multiple users instead of just to one.
An internal engineering department can work with clients (salesmen) that act as a proxy for other clients (salesmen's real clients)
Client users are administered by the "Administrator Account" instead of created by the "client owner".
There are some minor fixes for the "Project director's administrator" profile which had not enough permissions for most of the roles.

It's unfortunately not a script that you can run directly (not that such a thing would even be safe to do). It's a modification log - old school style. Instead of formating the list of changes in the "phpBB" style that I have used in the past, this individual is sharing his/her changes using a different shorthand. You'll notice lines that being with - mean take them out, ones that begin with + mean add them in...I'm not really sure of all the shorthand, to be honest. This is a HUGE update, though, and there are a lot of clients out there who seem to be asking for something like this. If someone had the time to translate the instructions to phpBB style, it might be easier for everyone to adopt. All in all, though, if it works it's a "good thing".
